Problem Note 45343: Not all plans have historical metrics

When using SAS® High Performance Markdown Optimization, there can be cases where some plans have historical metrics while others do not.

For software releases that are not yet generally available, the Fixed
Release is the software release in which the problem is planned to be
fixed.
This occurs due to the way the dipcl_history_metrics_updt macro works.
There is no workaround for this issue.
